Government
William showed interest in government as well. The most important thing William did was creating a feudal state with a strong central government. is qualities represented in government show how much he cared about law and order. He never stopped to recover lost rights and revenues. "Unlimited power is apt to corrupt the minds of those who posses it; and this I know, my lord, that where laws end, tyranny begins," said William. Although he developed no theory or interest in administrative techniques, he was prepared to always experiment with new ideas.

Feudal System
During William's time, there was a feudal system that was created by William's likes. After 1066, almost all land belonged to the owner. One quarter of the land was William's personal property and the rest was leased out under conditions. The country was split up into manors. A manor is an estate in which land is ruled by king, but if something happens, then the Barons can hold court. In return, the Baron and his knights had to serve on the Royal Grand Council, pay fees, and provide the William with military service when in need. The Baron kept as much land as he wished for his own use, then gave the rest to knights who followed Baron's military needs, when either he or the King called for them. The knights gave sections of their lands to serfs who were demanded free work, food, and service.
